Survey of political and jurisdictional considerations, treaty rights, and social and environmental conditions facing tribal communities in their pursuit of self-governance, economic self sufficiency, and sustainability.  Historic federal Indian policy, recent court rulings and the implications of off-reservation treaty rights in regional planning.  Methods and approaches in inter-governmental cooperation for sustainable natural resources management.
